\n<\/span>The SC Personhood Constitutional Amendment S.719<\/a> has favorably passed <\/b><\/span>the SC Senate Judiciary Committee<\/a> ( 13 R, 9 D ) by a vote of 11 – 5 on April 12, 2016.
\n<\/span>
\n<\/span>Praise the Lord<\/u> !\u00a0 <\/span>“For with God nothing shall be impossible.”\u00a0 Luke 1:37, KJV<\/a>
\n<\/span>
\n<\/span>S.719<\/a> SC Personhood Constitutional Amendment sponsor, Senator Lee Bright<\/a>\u00a0<\/span>( R-Greenville, Spartanburg ) did a commendable job explaining S.719<\/a>, and defending<\/span> S.719<\/a> in response to questions by one Republican Senator and several Democrat\u00a0<\/span>Senators ( audio<\/u> posted here<\/a> ).\u00a0 Senator Bright’s diligence in his remarks to repeatedly<\/span><\/b>\u00a0return the focus of the discussion to the purpose of the constitutional amendment\u00a0<\/b><\/span>in establishing personhood and due process for unborn children was excellent,<\/span><\/b>\u00a0admirable, and vital.<\/b><\/span><\/p>\n

\n<\/span>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 2) Regarding Senator Bright’s explanations of the technical Amendment; the original version\u00a0<\/span>of S.719<\/a> as introduced on April 28, 2015 only addressed the right to life and not property rights.\u00a0<\/span><\/b>Likewise, the statutory bill ‘Personhood Act of South Carolina’ S.457<\/a> considered during two\u00a0<\/b><\/span>Senate Judiciary Subcommittee public hearings in 2014, also only addressed the right to life\u00a0<\/b><\/span>and not property rights.<\/span><\/b><\/p>\n

\n<\/span>This is both the first time the SC Senate Judiciary Committee<\/a> has ever taken up\u00a0<\/span>Personhood legislation for debate, and so of course also the first time that it has\u00a0<\/span>passed the full Judiciary Committee.\u00a0 When S.719<\/a> passed a Judiciary Subcommmittee\u00a0<\/span>chaired by S.719<\/a> primary sponsor, Senator Lee Bright<\/a> ( R-Greenville, Spartanburg )\u00a0<\/span>on March 17<\/a>, that was the first time Personhood legislation had been favorably passed\u00a0<\/span>by a Senate Judiciary Subcommittee.
\n<\/span>
\n<\/span>Now S.719<\/a> will actually be placed on the Calendar<\/a> of the full South Carolina Senate.
\n<\/span>
\n<\/span>However because <\/span>1)<\/span> the legislation is contested by some pro-“abortion” Senators,\u00a0<\/span>and <\/span>2)<\/span> because there is a May 1st deadline under regular procedures for legislation\u00a0<\/span>to crossover from one chamber to another, time is of the essence.\u00a0 S.719<\/a> will need\u00a0<\/span>to be voted by the SC Senate to be given “Special Order”.\u00a0 It takes 2\/3 of the Senators\u00a0<\/span>present and voting for a bill to be given Special Order.
\n<\/span>
\n<\/span>This report is an initial report.\u00a0 Lord willing, future reporting will have more information\u00a0<\/span>and detail, including archived video<\/u> which should be posted here<\/a> of today’s entire April 12\u00a0<\/span>Senate Judiciary Committee meeting including the S.719<\/a> debate and 11 – 5 vote on the\u00a0<\/span>SC Legislature website<\/a>.
\n<\/span>
\n<\/span>However, the immediate main points going forward are that:
\n<\/span>
\n<\/span>\u00a0\u00a0\u00a0\u00a0 1)<\/span> May 1st is the deadline for passage of<\/span> S.719<\/span><\/a> by the SC Senate under regular\u00a0<\/span>procedures, and;
\n<\/span>
\n<\/span>\u00a0\u00a0\u00a0\u00a0 <\/span>2)<\/span> The next goal is to lobby all 45 SC Senators<\/a> ( 27 Republican, 18 Democrat, 1 vacancy )\u00a0<\/span>for their commitment to support “Special Order” for S.719.\u00a0 We need a 2\/3 vote of\u00a0<\/span>those Senators present and voting for S.719<\/a>\u00a0 to receive Special Order.
