September 27, 2022;<\/strong><br \/>\n<strong>Bill H5399 now goes back to the SC Senate;<\/strong><br \/>\n<strong>SC Senate returns for Special Session October 18, 2022<\/strong><br \/>\n<\/span>_______________________________________________<\/p>\n<p><b><u><span style=\"font-size: 95%;\">BACKGROUND<\/span><\/u><\/b><\/p>\n<p><span style=\"font-size: 90%;\"><strong>On Wednesday, <a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/hj22\/20220831.htm\">August 31<\/a>, the SC House <a href=\"https:\/\/www.scstatehouse.gov\/billsearch.php?billnumbers=5399\">passed<\/a> (<a href=\"https:\/\/www.scstatehouse.gov\/votehistory.php?KEY=21704\">67 Y &#8211; 35 N<\/a>; 3rd reading) its version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220830.htm\">H5399<\/a> &#8220;South Carolina Human Life Protection Act&#8221; <em>[sic]<\/em> (see features of Bill below), and the Bill was sent to the SC Senate further debate.<\/strong><br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong>On Thursday, <a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/sj22\/20220908.htm\">September 8<\/a>, the SC Senate <a href=\"https:\/\/www.scstatehouse.gov\/billsearch.php?billnumbers=5399\">passed<\/a> (<a href=\"https:\/\/www.scstatehouse.gov\/votehistory.php?KEY=21744\">27 Y &#8211; 16 N<\/a>; 3rd reading) its watered-down, revised six-week Heartbeat Bill version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220908a.htm\">H5399<\/a>, <\/strong><strong>and the Bill was sent back to the House to either: 1) Concur and send to the Governor; or 2) Non-Concur and send back to the Senate for either <\/strong><strong>acceptance of the House version, or if not, then to send the Bill to a Conference Committee to try to work out a compromise; or<\/strong> <strong>3) Amend and send back to the Senate for further debate.<\/strong><\/span><\/p>\n<p><strong><span style=\"font-size: 90%;\">Note: Neither the SC House (<a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220830.htm\">H5399<\/a>) nor the SC Senate (<a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220908a.htm\">H5399<\/a>) passed statutory &#8220;personhood&#8221; (<a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5401.htm\">H5401<\/a>\/<a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a>) language in their respective original Bills.<\/span><\/strong><span style=\"font-size: 90%;\"><br \/>\n________________________________________________<\/span><\/p>\n<p><u><span style=\"font-size: 95%;\"><strong>CURRENT STATUS<\/strong><br \/>\n<\/span><\/u><span style=\"font-size: xx-small;\"><br \/>\n<\/span><span style=\"font-size: 90%;\"><strong>On Tuesday, <a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/hj22\/20220927.htm\">September 27<\/a>, the SC House, by a vote of <a href=\"https:\/\/www.scstatehouse.gov\/votehistory.php?KEY=21750\">95 to 11<\/a>, non-concurred with the SC Senate&#8217;s watered-down version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220908a.htm\">H5399<\/a>, <\/strong><strong>which the Senate had amended on <a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/sj22\/20220908.htm\">September 8<\/a> into a revised six-week Heartbeat Bill.<\/strong><br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong>The Bill H5399 now goes back to the SC Senate. The SC Senate has been called back to return for a Special Session on <a href=\"https:\/\/www.scstatehouse.gov\/meetings.php?chamber=S\">October 18, 2022<\/a>. <\/strong><strong>The SC Senate then must first decide whether to &#8220;Insist&#8221; on its version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220908a.htm\">H5399<\/a>, in which case the Bill would be given to a six-man<\/strong><br \/>\n<strong>Conference Committee ( three Representatives, three Senators ) to attempt to work out a compromise which both the House and the Senate <\/strong><strong>can accept; or, alternatively, on October 18, the SC Senate could decide, to <u>not<\/u> &#8220;Insist&#8221; on its version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220908a.htm\">H5399<\/a>, but to &#8220;Recede&#8221; from its version, <\/strong><strong>which in effect, allows the House version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220830.htm\">H5399<\/a> to pass, and to be sent to SC Governor Henry McMaster.<\/strong><br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong>It is important to understand that at this point procedurally on October 18, <span style=\"color: #ff0000;\">A <u>SIMPLE<\/u> <u>MAJORITY<\/u>\u00a0OF THE SC SENATE WILL DECIDE WHETHER TO &#8220;INSIST&#8221; UPON OR <u>NOT<\/u> TO &#8220;INSIST&#8221; UPON (TO &#8220;RECEDE&#8221; FROM) THE SENATE AMENDMENT TO H5399 MADE ON SEPTEMBER 8. <\/span>There will be a Motion on the SC Senate floor by Republican Majority Leader <a href=\"https:\/\/www.scstatehouse.gov\/member.php?chamber=S\">Shane<\/a> <a href=\"https:\/\/www.scstatehouse.gov\/member.php?chamber=S\">Massey<\/a> (Edgefield) either to &#8220;Insist&#8221; or to &#8220;Recede&#8221;, <\/strong><strong>and a vote will be taken, without debate (which means no potential filibuster). A simple majority vote determines the outcome.<\/strong><br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong>Back on <a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/sj22\/20220908.htm\">September 8<\/a>, when Senator Massey made his cloture Motion at 5:18 pm, to stop a threatened filibuster, the cloture vote was 24Y &#8211; 20N <span style=\"color: #ff0000;\">**<\/span>, <\/strong><strong>just two votes short of the required 26 votes for cloture. [ This threatened filibuster was against a version of H5399 which would have banned <\/strong><strong>committing an &#8220;abortion&#8221; on &#8220;a woman known to be pregnant&#8221;, but with all the exceptions of so-called life\/serious health of the mother, <\/strong><strong>rape\/incest, and fatal fetal &#8220;anomaly&#8221; <em>[sic]<\/em>. Similar to the SC House version (which did not have a fatal fetal &#8220;anomaly&#8221; <em>[sic]<\/em> exception), <\/strong><strong>this SC Senate version, which was not adopted because of the threatened filibuster and failed cloture vote, would have banned <\/strong><strong>approximately 97% (using <a href=\"https:\/\/abort73.com\/abortion_facts\/us_abortion_statistics\/\">State of Florida 2020 statistics<\/a>) of surgical and RU486 &#8220;abortions&#8221;. The sixth &#8220;Republican&#8221; who failed to vote for cloture was Senator <a href=\"https:\/\/www.scstatehouse.gov\/member.php?chamber=S\">Luke Rankin<\/a> (HORRY) who departed (fled?) the Senate chamber about 25 minutes before the cloture vote on &#8220;Leave&#8221; <span style=\"color: #ff0000;\">***<\/span> (!?). ]<\/span><\/strong><\/p>\n<p><span style=\"color: #ff0000;\">*** <\/span><span style=\"font-size: 90%;\"><strong>SC Senate Journal &#8211; September 8, 2022<\/strong><br \/>\n<span style=\"font-size: small;\"><a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/sj22\/20220908.htm\">https:\/\/scstatehouse.gov\/sess124_2021-2022\/sj22\/20220908.htm<\/a><\/span><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-2666\" src=\"http:\/\/christiansforpersonhood.com\/wp-content\/uploads\/2022\/09\/Rankin-Leave-Sept-8-2022-20220923-300x125.jpg\" alt=\"\" width=\"300\" height=\"125\" srcset=\"http:\/\/christiansforpersonhood.com\/wp-content\/uploads\/2022\/09\/Rankin-Leave-Sept-8-2022-20220923-300x125.jpg 300w, http:\/\/christiansforpersonhood.com\/wp-content\/uploads\/2022\/09\/Rankin-Leave-Sept-8-2022-20220923-150x62.jpg 150w, http:\/\/christiansforpersonhood.com\/wp-content\/uploads\/2022\/09\/Rankin-Leave-Sept-8-2022-20220923.jpg 538w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><b><span style=\"font-size: 90%;\">However, in the <a href=\"https:\/\/www.scstatehouse.gov\/senate.php\">46-member Senate<\/a> (30 R, 16 D), 24 votes is a simple majority.<br \/>\n<\/span><\/b><span style=\"font-size: xx-small;\"><br \/>\n<\/span><b><span style=\"font-size: 90%;\">Therefore, when the SC Senate returns for the Special Session on October 18, <span style=\"color: #ff0000;\">THE SAME 24 SC SENATORS WHO VOTED FOR H5399 CLOTURE ON SEPTEMBER 8, WOULD BE SUFFICIENT TO PREVAIL ON A VOTE TO &#8220;RECEDE&#8221;, AND ALLOW THE SC HOUSE VERSION OF <\/span><a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220830.htm\">H5399<\/a><span style=\"color: #ff0000;\"> TO PASS.<br \/>\n<\/span>______________________________________________________<\/span><\/b><\/p>\n<p><span style=\"font-size: 90%;\"><strong>All that said, the <span style=\"color: #0000ff;\">JUST<\/span> action (Micah 6:8, Amos 5:15, Proverbs 21:3, <a href=\"https:\/\/www.bartleby.com\/108\/\">KJV<\/a>) for the SC Legislature to take has <u>not<\/u> been to pass the unjust SC Senate version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220908a.htm\">H5399<\/a>, <\/strong><strong>which would ban approximately 52% of the surgical and RU486 child-murders by &#8220;abortion&#8221; in South Carolina; <u>nor<\/u> to pass the unjust SC House version of <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/prever\/5399_20220830.htm\">H5399<\/a>, <\/strong><strong>which would ban approximately 98% of the surgical and RU486 child-murders by &#8220;abortion&#8221; in South Carolina; but to pass Personhood Bills <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5401.htm\">H5401<\/a>\/<a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a> to <\/strong><strong><span style=\"color: #0000ff;\">ESTABLISH JUSTICE<\/span> and ultimately <span style=\"color: #ff0000;\">END AND ABOLISH <u>ALL<\/u> CHILD-MURDER BY &#8220;ABORTION&#8221;<\/span> <span style=\"color: #ff0000;\">IN SOUTH CAROLINA.<\/span> The SC House had the option of amending H5399 <\/strong><strong>with the Personhood Bills <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5401.htm\">H5401<\/a>\/<a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a> language on September 27;
