Their recommendation adopted July 19 now goes to the SC House Judiciary Committee for the bill process to continue.<br \/>\n<\/b><span style=\"font-size: x-large;\"><br \/>\n<\/span><b>The <a href=\"http:\/\/christianlifeandliberty.net\/2022-07-19-SC-House-Ad-Hoc-Committee-Adopted-Recommendation.pdf\">proposed language<\/a> for <strong><a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a><\/strong> adopted July 19 by the Ad Hoc Committee:<\/b><\/p>\n<p><strong>&#8211; Bans nearly all &#8220;abortions&#8221; committed by surgical and RU486 means, including for children conceived in cases of rape and incest, and those who are handicapped ( so-called &#8220;fetal anomalies&#8221; <i>[sic]<\/i> ).<\/strong><\/p>\n<p><strong>&#8211; Does <span style=\"color: #ff0000;\"><u>not<\/u><\/span> <span style=\"color: #ff0000;\"><b><u>entirely<\/u><\/b><\/span>\u00a0ban <span style=\"color: #ff0000;\"><u>intentionally killing<\/u><\/span> the baby for the <span style=\"color: #ff0000;\"><u>morally and ethically unacceptable<\/u><\/span><span style=\"color: #ff0000;\"><b><u>,<\/u><\/b><\/span> as well as <span style=\"color: #ff0000;\"><b><u>false,<\/u><\/b><\/span> <span style=\"color: #ff0000;\"><u>medically unnecessary<\/u><\/span> excuses of saving the life, or preventing &#8220;substantial and irreversible physical impairment&#8221; of the mother. This is similar to the <a href=\"http:\/\/christiansforpersonhood.com\/index.php\/2022\/06\/17\/national-right-to-some-life-proposes-fake-pro-life-sic-model-law-which-does-not-establish-justice-and-does-not-recognize-creator-god-given-inherent-unalienable-personhood\/\">unbiblical<\/a>, <a href=\"http:\/\/christiansforpersonhood.com\/index.php\/2022\/06\/17\/national-right-to-some-life-proposes-fake-pro-life-sic-model-law-which-does-not-establish-justice-and-does-not-recognize-creator-god-given-inherent-unalienable-personhood\/\">unjust position of National Right to Life<\/a> and their SC Chapter, SC Citizens for Life. In this context of the life\/serious health of the mother, the <b><a href=\"http:\/\/christianlifeandliberty.net\/2022-07-19-SC-House-Ad-Hoc-Committee-Adopted-Recommendation.pdf\">proposed language<\/a> for <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a><\/b> <!--StartFragment --><b><u>does<\/u><\/b><!--EndFragment --> state, &#8220;&#8230; when an unborn child is alive in utero, the physician must make all reasonable efforts to deliver and save the life of an unborn child during the process of separating the unborn child from the pregnant woman&#8221;; however it continues, &#8220;to the extent it does not adversely affect the life or health of the pregnant woman, and in a manner consistent with reasonable medical practice&#8221; [<a href=\"http:\/\/christianlifeandliberty.net\/2022-07-19-SC-House-Ad-Hoc-Committee-Adopted-Recommendation.pdf\">Section 44-41-830(C)<\/a>]. This latter wording leaves open the possibility and availability of\u00a0 <span style=\"color: #ff0000;\"><u>intentionally killing<\/u><\/span> the baby by &#8220;abortion&#8221;, and in fact the <b><a href=\"http:\/\/christianlifeandliberty.net\/2022-07-19-SC-House-Ad-Hoc-Committee-Adopted-Recommendation.pdf\">proposed language<\/a> for <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a><\/b> actually uses the term <!--StartFragment --><span style=\"color: #ff0000;\"><b>&#8220;<\/b><\/span><span style=\"color: #ff0000;\"><b><u>permitted abortion<\/u><\/b><\/span><span style=\"color: #ff0000;\"><b>&#8221; <\/b><\/span><!--EndFragment -->in <a href=\"http:\/\/christianlifeandliberty.net\/2022-07-19-SC-House-Ad-Hoc-Committee-Adopted-Recommendation.pdf\">Section 44-41-830(B)<\/a>. <em><b><u>However<\/u><\/b>,<\/em> it is <span style=\"color: #ff0000;\"><u>not<\/u><\/span>\u00a0<span style=\"color: #ff0000;\"><u>medically necessary<\/u><\/span> to <span style=\"color: #ff0000;\"><u>intentionally kill<\/u><\/span>\u00a0the unborn child to save the life of the mother [See <a href=\"https:\/\/www.dublindeclaration.com\/\">DublinDeclaration.<\/a><a href=\"https:\/\/www.dublindeclaration.com\/\">com<\/a>, with over 1,000 medical field signatories; and as posted <a href=\"http:\/\/christiansforpersonhood.com\/index.php\/2022\/07\/18\/dublin-declaration-on-maternal-healthcare-september-2012\/\">here<\/a>. Everett Koop, pediatric surgeon, former United States Surgeon General (1982-1989) as posted <a href=\"http:\/\/christiansforpersonhood.com\/index.php\/2022\/07\/14\/dr-c-everett-koop-pediatric-surgeon-former-united-states-surgeon-general-1982-1989-protection-of-the-life-of-the-mother-as-an-excuse-for-an-abortion-is-a-smokescreen-in-my-36-years-in-pediat\/\">here<\/a>.].<\/strong><\/p>\n<p><strong>&#8211; Criminalizes the abortionist; and, after due process, also provides for revocation of the abortionist&#8217;s physician&#8217;s license by the State Board of Medical Examiners for South Carolina.<\/strong><\/p>\n<p><strong>&#8211; Does <span style=\"color: #ff0000;\"><u>not<\/u><\/span> criminalize the mother soliciting the &#8220;abortion&#8221;. This is consistent with the <a href=\"https:\/\/www.nrlc.org\/communications\/national-right-to-life-committee-proposes-legislation-to-protect-the-unborn-post-roe\/\">unbiblical<\/a>, <a href=\"https:\/\/www.nrlc.org\/communications\/national-right-to-life-committee-proposes-legislation-to-protect-the-unborn-post-roe\/\">unjust position of National Right to Life<\/a> and their SC Chapter, <a href=\"http:\/\/www.nrlc.org\/uploads\/communications\/051222coalitionlettertostates.pdf\">SC Citizens for Life<\/a>.<\/strong><\/p>\n<p><strong>This is contrary to the pre-1970 &#8220;abortion&#8221; law in South Carolina (<a href=\"http:\/\/christianlifeandliberty.net\/Code-Of-Laws-Of-South-Carolina-1962-Volume-4-Title-16-Abortion.pdf\">Section 16-84<\/a>), which provided up to two years in jail or a $1,000 fine to the woman soliciting an &#8220;abortion&#8221;.<\/strong><\/p>\n<p><strong><b>&#8211; Does <span style=\"color: #ff0000;\"><u>not<\/u><\/span> ban <a href=\"http:\/\/christianlifeandliberty.net\/2021-12-17-CHEMICAL-ABORTION-Pastors-For-Life-Easley-SC-1996.pdf\">chemical &#8220;abortions&#8221;<\/a> by <em><span style=\"color: #ff0000;\"><u>abortifacient<\/u><\/span><\/em> <!--StartFragment --><span style=\"color: #0000ff;\">&#8220;<\/span><a href=\"http:\/\/christianlifeandliberty.net\/2021-04-09-The-Pill-brochure-Joan-Appleton-RN.pdf\">birth<\/a> <a href=\"http:\/\/christianlifeandliberty.net\/2021-04-09-THE-PILL-US-Dept-of-Health-and-Human-Services-Updated-Feb-2003.pdf\">control<\/a><span style=\"color: #0000ff;\">&#8220;<\/span><!--EndFragment -->.<\/b><\/strong><\/p>\n<p><strong><b>&#8211; Does not ban in vitro fertilization (IVF). Does <span style=\"color: #ff0000;\"><em>partially**<\/em><\/span> ban\u00a0the wicked IVF practice of &#8220;selective reduction&#8221;, that is, of stopping [ &#8220;aborting&#8221; ] &#8220;the development of one or more [ implanted ] fetuses <i>in utero<\/i>&#8220;.<\/b><\/strong><\/p>\n<p><strong><b><span style=\"color: #ff0000;\">**\u00a0<span style=\"color: #000000;\">Allows for potentially significant exceptions:<\/span><br \/>\n<span style=\"font-size: small; color: #000000;\">&#8220;Notwithstanding the above, the practice of\u00a0 <\/span><\/span><\/b><\/strong><strong><b><span style=\"color: #ff0000;\"><span style=\"font-size: small;\"><span style=\"color: #000000;\">&#8220;selective reduction,&#8221;
