Pickens )<\/b> refused to assign <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>to a\u00a0Senate Judiciary Subcommittee until <a href=\"http:\/\/www.scstatehouse.gov\/billsearch.php?billnumbers=719\"><b>March 16, 2016<\/b><\/a><b>, <i><u>over 10 months later<\/u>.\u00a0 <\/i><\/b>He did this as Senators co-sponsoring\u00a0and\/or pledged to support and vote for <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>were being polled to support a Recall Motion on the floor of the Senate.<\/p>\n<p>In March 2016, with more than one dozen polled Senators already supporting a Recall Motion, <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>personhood bill <span style=\"color: #ff0000;\"><b><i><u>opponent<\/u> <\/i><\/b><\/span><b>Senate Judiciary Committee Chairman <a href=\"http:\/\/scstatehouse.gov\/member.php?code=1172727132\">Larry Martin<\/a> <\/b>agreed to assign <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b>, <\/b>posted <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>March 16, 2016<\/b><\/a><b>.\u00a0<\/b>That <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">three-man Judiciary Subcommittee<\/a> ( Bright (ch), Corbin, M.B.Matthews ) met the next day, March 17, 2016,\u00a0and favorably passed <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>out of subcommittee to the full Senate Judiciary Committee. <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>first appeared<b> <\/b>on the Senate Judiciary Committee <a href=\"http:\/\/scstatehouse.gov\/agendas\/121s1648.pdf\">Agenda<\/a> for the March 22, 2016 meeting, where it appeared #24 out of 24 items.<\/p>\n<p>Although 19 agenda items were reached in the March 22 Meeting, as item #24, <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>was not reached.\u00a0 The entire\u00a0Senate was in Recess the following week, and no Senate Judiciary Committee meeting was held.\u00a0 <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>next appeared<b> <\/b>on the Senate Judiciary Committee <a href=\"http:\/\/scstatehouse.gov\/agendas\/121s1694.htm\">Agenda<\/a> for the April 5, 2016 meeting, where it appeared as item #13.\u00a0 However,\u00a0there were also two Statewide Appointments placed at the very beginning of the <a href=\"http:\/\/scstatehouse.gov\/agendas\/121s1694.htm\">Agenda<\/a>, and the second, contested\u00a0appointment consumed most of the meeting, before the Judiciary Committee took up and voted upon only the first agenda\u00a0item, before <b>Senate Judiciary Committee Chairman <a href=\"http:\/\/scstatehouse.gov\/member.php?code=1172727132\">Larry Martin<\/a> <\/b>called an end to the approx. two-hour meeting.<\/p>\n<p>Now <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a> is item #12 on the <a href=\"http:\/\/scstatehouse.gov\/agendas\/121s1705.pdf\">Agenda<\/a> for the April 12, 2016 meeting.\u00a0 It remains to be seen whether or not the <b>Senate Judiciary Committee chaired by ***Senator <a href=\"http:\/\/scstatehouse.gov\/member.php?code=1172727132\">Larry Martin<\/a> ( R &#8211; Pickens ) <\/b>will actually reach <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>on April 12, and if so, will <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\"><b>S.719<\/b><\/a><b> <\/b>receive an up or down vote on April 12, or will it be &#8220;carried over&#8221; to the next Senate Judiciary Committee meeting, likely April 19, 2016 ?<\/p>\n<p><b>[<span style=\"font-size: large;\"> ***<\/span>Note: According to the <a href=\"https:\/\/info.scvotes.sc.gov\/Eng\/Candidate\/CandidateSearch.aspx?ElectionId=20026&amp;QSHelperHash=8665765C53B5B7B5B0C52FEEDD145CD792A4A273\">SC Elections Commission Candidate Listing<\/a> for 2016 Primaries and the General Election,\u00a0Senate Judiciary Committee Chairman <a href=\"http:\/\/scstatehouse.gov\/member.php?code=1172727132\">Larry Martin<\/a> ( R &#8211; Pickens ) has <u>three<\/u> Republican opponents in the June 14, 2016 Republican Primary for SC Senate District #2.\u00a0 Of these three Republican Primary opponents,\u00a0at least two of the opposing candidates ( <a href=\"https:\/\/info.scvotes.sc.gov\/Eng\/Candidate\/CandidateSearch.aspx?ElectionId=20026&amp;QSHelperHash=8665765C53B5B7B5B0C52FEEDD145CD792A4A273\">Rex Rice<\/a>, <a href=\"https:\/\/info.scvotes.sc.gov\/Eng\/Candidate\/CandidateSearch.aspx?ElectionId=20026&amp;QSHelperHash=8665765C53B5B7B5B0C52FEEDD145CD792A4A273\">Don Joslyn<\/a> ) reportedly support <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> SC Personhood Constitutional Amendment, as they face judicial supremacist, <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> SC Personhood Constitutional Amendment <span style=\"color: #ff0000;\"><u>opponent<\/u><\/span>, and <span style=\"color: #ff0000;\">selectively pro-&#8216;abortion&#8217;<\/span> for certain <span style=\"color: #ff0000;\">&#8216;exceptions&#8217;<\/span>, 23-year incumbent Senator <a href=\"http:\/\/scstatehouse.gov\/member.php?code=1172727132\">Larry Martin<\/a>. ]<br \/>\n<\/b><\/p>\n<p>Finally, repeating and expanding upon what was noted in the April 6 e-mail report below:<\/p>\n<p><span style=\"color: #ff0000;\"><b>One last point, under normal procedures, legislation from one chamber must be passed and sent to the other chamber by <u>May 1<\/u> in any particular year for the legislation to be taken up on the floor of the receiving body.<br \/>\n<\/b><\/span><b><span style=\"color: #ff0000; font-size: large;\"><br \/>\n<\/span><span style=\"color: #ff0000;\">For example, <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> Personhood Constitutional Amendment needs to be passed by the SC Senate and sent to the SC House by <u>May 1, 2016<\/u> to be considered on the floor of the SC House in the 2016 Session.\u00a0 We are in the second year of the 2015-2016 Session.\u00a0 Any legislation that is not passed in 2016 is dead, and would need to be re-filed for the 2017-2018 Session.<br \/>\n<\/span><span style=\"color: #ff0000; font-size: large;\"><br \/>\n<\/span><span style=\"color: #ff0000;\">THIS MEANS THAT INSTEAD OF GIVING THE PEOPLE OF SOUTH CAROLINA AN OPPORTUNITY TO VOTE ON <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a>\u00a0SC PERSONHOOD CONSTITUTIONAL AMENDMENT ON THE BALLOT IN THE GENERAL ELECTION ON NOVEMBER 8, 2016,\u00a0THAT IT WOULD BE <\/span><i><u>AT LEAST TWO MORE YEARS<\/u>,<\/i><span style=\"color: #ff0000;\"> ON THE <\/span><u>NOVEMBER 2018 BALLOT<\/u><span style=\"color: #ff0000;\"> BEFORE THE PEOPLE OF\u00a0SOUTH CAROLINA WOULD POSSIBLY HAVE AN OPPORTUNITY TO VOTE ON THIS AMENDMENT TO OUR CONSTITUTION.\u00a0TELL THE SENATORS ON THE SENATE JUDICIARY COMMITTEE:\u00a0 &#8220;LET THE PEOPLE OF SOUTH CAROLINA VOTE !&#8221;<br \/>\n<\/span><span style=\"color: #ff0000;
