S.719<\/a><\/b> is item #12 on the agenda.<\/p>\n

This is because in the last ( April 5 ) meeting of the Senate Judiciary Committee, S719 was item #13\u00a0on the Agenda<\/a>, and the meeting stopped after finishing with two Statewide Appointments and agenda item #1.\u00a0 So that left S719 as 12 items <\/b>further down on the agenda.<\/p>\n

So S.719<\/b><\/a> is 12th on the list for April 12th.<\/p>\n

S.719 History Summary (2015-2016)<\/u>:<\/p>\n

<\/b>It should be noted for the record that S.719<\/b><\/a> <\/b>was introduced into the SC Senate<\/a> over 11 months ago, on April 28, 2015<\/b><\/a>,\u00a0<\/b>but that SC Senate Judiciary Committee Chairman Larry Martin<\/a> ( R – Pickens )<\/b> refused to assign S.719<\/b><\/a> <\/b>to a\u00a0Senate Judiciary Subcommittee until March 16, 2016<\/b><\/a>, over 10 months later<\/u>.\u00a0 <\/i><\/b>He did this as Senators co-sponsoring\u00a0and\/or pledged to support and vote for S.719<\/b><\/a> <\/b>were being polled to support a Recall Motion on the floor of the Senate.<\/p>\n

In March 2016, with more than one dozen polled Senators already supporting a Recall Motion, S.719<\/b><\/a> <\/b>personhood bill opponent<\/u> <\/i><\/b><\/span>Senate Judiciary Committee Chairman Larry Martin<\/a> <\/b>agreed to assign S.719<\/b><\/a>, <\/b>posted March 16, 2016<\/b><\/a>.\u00a0<\/b>That three-man Judiciary Subcommittee<\/a> ( Bright (ch), Corbin, M.B.Matthews ) met the next day, March 17, 2016,\u00a0and favorably passed S.719<\/b><\/a> <\/b>out of subcommittee to the full Senate Judiciary Committee. S.719<\/b><\/a> <\/b>first appeared <\/b>on the Senate Judiciary Committee Agenda<\/a> for the March 22, 2016 meeting, where it appeared #24 out of 24 items.<\/p>\n

Although 19 agenda items were reached in the March 22 Meeting, as item #24, S.719<\/b><\/a> <\/b>was not reached.\u00a0 The entire\u00a0Senate was in Recess the following week, and no Senate Judiciary Committee meeting was held.\u00a0 S.719<\/b><\/a> <\/b>next appeared <\/b>on the Senate Judiciary Committee Agenda<\/a> for the April 5, 2016 meeting, where it appeared as item #13.\u00a0 However,\u00a0there were also two Statewide Appointments placed at the very beginning of the Agenda<\/a>, and the second, contested\u00a0appointment consumed most of the meeting, before the Judiciary Committee took up and voted upon only the first agenda\u00a0item, before Senate Judiciary Committee Chairman Larry Martin<\/a> <\/b>called an end to the approx. two-hour meeting.<\/p>\n

Now S.719<\/b><\/a> is item #12 on the Agenda<\/a> for the April 12, 2016 meeting.\u00a0 It remains to be seen whether or not the Senate Judiciary Committee chaired by ***Senator Larry Martin<\/a> ( R – Pickens ) <\/b>will actually reach S.719<\/b><\/a> <\/b>on April 12, and if so, will S.719<\/b><\/a> <\/b>receive an up or down vote on April 12, or will it be “carried over” to the next Senate Judiciary Committee meeting, likely April 19, 2016 ?<\/p>\n

[ ***<\/span>Note: According to the SC Elections Commission Candidate Listing<\/a> for 2016 Primaries and the General Election,\u00a0Senate Judiciary Committee Chairman Larry Martin<\/a> ( R – Pickens ) has three<\/u> Republican opponents in the June 14, 2016 Republican Primary for SC Senate District #2.\u00a0 Of these three Republican Primary opponents,\u00a0at least two of the opposing candidates ( Rex Rice<\/a>, Don Joslyn<\/a> ) reportedly support S.719<\/a> SC Personhood Constitutional Amendment, as they face judicial supremacist, S.719<\/a> SC Personhood Constitutional Amendment opponent<\/u><\/span>, and selectively pro-‘abortion’<\/span> for certain ‘exceptions’<\/span>, 23-year incumbent Senator Larry Martin<\/a>. ]
\n<\/b><\/p>\n

Finally, repeating and expanding upon what was noted in the April 6 e-mail report below:<\/p>\n

One last point, under normal procedures, legislation from one chamber must be passed and sent to the other chamber by May 1<\/u> in any particular year for the legislation to be taken up on the floor of the receiving body.
\n<\/b><\/span>
\n<\/span>For example, S.719<\/a> Personhood Constitutional Amendment needs to be passed by the SC Senate and sent to the SC House by May 1, 2016<\/u> to be considered on the floor of the SC House in the 2016 Session.\u00a0 We are in the second year of the 2015-2016 Session.\u00a0 Any legislation that is not passed in 2016 is dead, and would need to be re-filed for the 2017-2018 Session.
\n<\/span>
\n<\/span>THIS MEANS THAT INSTEAD OF GIVING THE PEOPLE OF SOUTH CAROLINA AN OPPORTUNITY TO VOTE ON S.719<\/a>\u00a0SC PERSONHOOD CONSTITUTIONAL AMENDMENT ON THE BALLOT IN THE GENERAL ELECTION ON NOVEMBER 8, 2016,\u00a0THAT IT WOULD BE <\/span>AT LEAST TWO MORE YEARS<\/u>,<\/i> ON THE <\/span>NOVEMBER 2018 BALLOT<\/u> BEFORE THE PEOPLE OF\u00a0SOUTH CAROLINA WOULD POSSIBLY HAVE AN OPPORTUNITY TO VOTE ON THIS AMENDMENT TO OUR CONSTITUTION.\u00a0TELL THE SENATORS ON THE SENATE JUDICIARY COMMITTEE:\u00a0 “LET THE PEOPLE OF SOUTH CAROLINA VOTE !”

\n<\/span>\u00a0NOTE<\/u>:\u00a0 This May 1st rule could be waived by a 2\/3 vote of those present and voting in the House ( or vice versa if a bill ( e.g., H.4093<\/a> ) was being sent from the House to the Senate.<\/p>\n
