(rape\/incest); Section 44-41-830. (so-called life\/serious health of the mother) vs.\u00a0 <a href=\"https:\/\/www.dublindeclaration.com\/\">DublinDeclaration.com<\/a> ]<br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><b>&#8211; <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a> does not protect human life beginning at conception;<br \/>\n<\/b><\/span><span style=\"font-size: 90%;\">\u00a0 \u00a0[ Section 44-41-810.(1) (protection only from point of &#8220;clinically diagnosable pregnancy&#8221;) ]<br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><\/span><span style=\"font-size: 90%;\"><b>&#8211; <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a> preserves the <em>Roe<\/em> framework in <a href=\"https:\/\/scstatehouse.gov\/code\/t44c041.php\">Chapter 41<\/a> (&#8220;Abortions&#8217;), <a href=\"https:\/\/scstatehouse.gov\/code\/title44.php\">Title 44<\/a> of the <a href=\"https:\/\/scstatehouse.gov\/code\/statmast.php\">SC Code of Laws<\/a>;<br \/>\n<\/b>\u00a0 \u00a0[ <a href=\"https:\/\/scstatehouse.gov\/code\/t44c041.php\">Chapter 41<\/a>, <a href=\"https:\/\/scstatehouse.gov\/code\/title44.php\">Title 44<\/a> of the <a href=\"https:\/\/scstatehouse.gov\/code\/statmast.php\">SC Code of Laws<\/a> is not repealed in Section 44-41-890. or elsewhere in <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a>; legal status of &#8220;abortion&#8221; preserved in Section 44-41-825. and in Section 44-41-830. ]<br \/>\n<\/span>\u00a0 \u00a0<span style=\"font-size: 90%;\">[ Aug 30, 2022 &#8211; Rep. Jonathon Hill (R-Anderson) at SC House podium during Second Reading H5399 debate rejects need for, and expresses concern about, H5399 leaving Chapter 41, Title 44 in the SC Code of Laws; believes possible &#8220;<em>Roe<\/em>-style&#8221; [judicial] decision coming out of South Carolina could result. <a href=\"https:\/\/scstatehouse.gov\/video\/archives.php?key=12487&amp;part=1\">Video<\/a>, begin at 2:01:00 ]<br \/>\n<span style=\"font-size: xx-small;\">\u00a0 \u00a0 \u00a0<\/span>[ Aug 31, 2022 &#8211; Rep. Jonathon Hill (R-Anderson) voted &#8220;Nay&#8221; to Third Reading of H5399; included written statement\u00a0for the Record in the <a href=\"https:\/\/scstatehouse.gov\/sess124_2021-2022\/hj22\/20220831.htm\">SC House Journal<\/a>, stating:<span style=\"font-size: x-small;\"><br \/>\n&#8220;While this Bill, H. 5399 &#8230;, purports to affirm life begins at conception, in reality it fails to establish equal [protection] under the law as required by the 14th Amendment of the US Constitution. Furthermore, 44-41-825 protects the legal status of abortion, and will allow abortion mills to potentially remain open. This consequence is reflected in the fiscal impact statement, which states that &#8220;it is undetermined whether the Bill will affect [abortion clinic license fee] revenue.&#8221; For these and other reasons, I voted against this Bill on third reading. Rep. Jonathon D. So Help me God. &#8212; SC State Constitution, Art. III, Sec. 26. ]<br \/>\n__________________________________________________<br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong>On Tuesday, <a href=\"https:\/\/scstatehouse.gov\/agendas\/124s12502.pdf\">September 6<\/a>, the <a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#med\">SC Senate Medical Affairs Committee<\/a> will take up <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/5399.htm\">H5399<\/a>, <\/strong><strong>and is expected to pass it out in some form, enabling the full <a href=\"https:\/\/scstatehouse.gov\/member.php?chamber=S\">SC Senate<\/a> to begin debate Wednesday, <a href=\"https:\/\/scstatehouse.gov\/meetings.php?chamber=S\">September 7<\/a>, at 10am.<\/strong><br \/>\n<span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong>Meanwhile, Senate Personhood Bill <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a> has been sitting in the <a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#jud\">SC Senate Judiciary <\/a>Commi<a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#jud\">ttee<\/a> since <a href=\"https:\/\/www.scstatehouse.gov\/billsearch.php?billnumbers=1335\">May 12<\/a>, and <a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#jud\">Chairman<\/a> <a href=\"https:\/\/scstatehouse.gov\/member.php?code=1511363455\">Senator Luke <\/a><a href=\"https:\/\/scstatehouse.gov\/member.php?code=1511363455\">Rankin<\/a> (R-Horry) has not yet taken action to move Bill <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a> forward.<\/strong><\/span><\/p>\n<p><b><span style=\"font-size: 90%;\">&#8211; <u>There are at least two possible courses of action available<\/u>:<!--EndFragment -->:<br \/>\n<\/span><\/b><span style=\"font-size: xx-small;\"><br \/>\n<\/span><strong><span style=\"font-size: 90%;\">1) If <a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#jud\">Chairman<\/a> <a href=\"https:\/\/scstatehouse.gov\/member.php?code=1511363455\">Senator Luke Rankin<\/a> (R-Horry) decided to, he could add Senate Personhood Bill <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a> to the <a href=\"https:\/\/scstatehouse.gov\/agendas\/124s12492.pdf\">Agenda<\/a>\u00a0of the <a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#jud\">SC Senate Judiciary Committee<\/a> Meeting <a href=\"https:\/\/scstatehouse.gov\/meetings.php?chamber=S\"><em>which is already<\/em> <em>scheduled<\/em><\/a> for Thursday, September 8, in Room 105, Senate Gressette Office Building, to <a href=\"http:\/\/christiansforpersonhood.com\/index.php\/2018\/02\/27\/glory-to-god-sc-personhood-act-s-217-passes-full-senate-judiciary-committee-favorably-by-12y-9n-vote-february-20-2018\/\">hopefully<\/a><span style=\"color: #0000ff;\">***<\/span> pass Bill <a href=\"https:\/\/www.scstatehouse.gov\/sess124_2021-2022\/bills\/1335.htm\">S1335<\/a> out of his Committee to the full SC Senate; and\/or,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: 80%;\"><span style=\"color: #0000ff;\">***<\/span><\/span><span style=\"font-size: 80%;\"> The 23-member <a href=\"https:\/\/scstatehouse.gov\/committee.php?chamber=S#jud\">SC Senate Judiciary Committee<\/a> is comprised of 15 Republicans and 8 Democrats.
