but <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> is the 57th bill <\/span><span style=\"font-size: x-large;\">listed under &#8216;Statewide Second Reading Bills&#8217;.<\/span><\/b><\/p>\n<p><span style=\"color: #ff0000; font-size: x-large;\"><u>Now<\/u> <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> <u>Needs<\/u> <u>&#8216;Special Order&#8217;<\/u> <u>Status<\/u>,<\/span><span style=\"font-size: x-large;\"> which requires 2\/3 Senate vote<\/span><\/p>\n<p><b><span style=\"font-size: large;\">________________________<br \/>\n<\/span><\/b><span style=\"font-size: x-large;\"><br \/>\n<\/span><span style=\"font-size: large;\"><b>The good news is that for the first time, <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> is on the Senate Calendar.\u00a0 The bad news is that:<br \/>\n<\/b><\/span><b><span style=\"font-size: xx-small;\"><br \/>\n<\/span><span style=\"font-size: large;\">1) <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> is contested by two pro-&#8216;abortion&#8217; Senators ( <a href=\"http:\/\/www.scstatehouse.gov\/member.php?code=0912499891\">Hutto<\/a> , <a href=\"http:\/\/www.scstatehouse.gov\/member.php?code=0194318159\">Bright Matthews<\/a> ), and;<br \/>\n<\/span><span style=\"font-size: xx-small;\"><br \/>\n<\/span><span style=\"font-size: large;\">2) <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> is the 57th bill listed on the Senate <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/scal16\/20160414.htm\">Calendar<\/a> under &#8216;Statewide Second Reading Bills&#8217;.<br \/>\n<\/span><span style=\"font-size: xx-large;\"><br \/>\n<\/span><span style=\"font-size: large;\">The remedy for this challenging situation is to lobby the SC Senators to give <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> what is known\u00a0<\/span><span style=\"font-size: large;\">as &#8216;<\/span><span style=\"color: #0000ff; font-size: large;\">Special Order&#8217;<\/span><span style=\"font-size: large;\">, which moves it up to the front of the calendar.\u00a0 It takes a 2\/3 vote of Senators <\/span><span style=\"font-size: large;\">present and voting to be given Special Order.\u00a0 If all 45 Senators are present ( 27 R, 18 D ), that\u00a0<\/span><span style=\"font-size: large;\">means 30 votes are required.\u00a0 If one or more Senators are absent or decide to abstain, that would\u00a0<\/span><span style=\"font-size: large;\">lower the number of votes needed to attain the 2\/3 threshold.<br \/>\n<\/span><span style=\"font-size: xx-large;\"><br \/>\n<\/span><span style=\"font-size: large;\">Since the there are 27 members of the Republican Caucus in the SC Senate, they have great\u00a0<\/span><span style=\"font-size: large;\">influence over what bills are given Special Order when they vote as a consensus block.\u00a0 There\u00a0<\/span><span style=\"font-size: large;\">are only three &#8216;Special Order&#8217; slots available on the calendar, however at least one is known\u00a0<\/span><span style=\"font-size: large;\">to be open right now at the present time.\u00a0 We want the 27 Senate Republicans to first agree <\/span><span style=\"font-size: large;\">within the Republican Senate Caucus, and then quickly vote on the Senate floor, to give\u00a0<\/span><span style=\"font-size: large;\"><a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> SC Personhood Constitutional Amendment &#8216;Special Order&#8217;.<br \/>\n<\/span><span style=\"font-size: xx-large;\"><br \/>\n<\/span><span style=\"font-size: large;\">Next Tuesday,\u00a0 April 19, at\u00a0 11AM,\u00a0 the\u00a0 Republican Senate Caucus meets in Room 209,\u00a0<\/span><span style=\"font-size: large;\">Gressette Senate Building, and will likely consider the matter of what bill to give the one\u00a0<\/span><span style=\"font-size: large;\">known open &#8216;Special Order&#8217; slot.\u00a0 So we have between now and then to call and e-mail\u00a0<\/span><span style=\"font-size: large;\">the 27 Senate Republicans urging them to agree to give <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> &#8216;Special Order&#8217; status\u00a0<\/span><span style=\"font-size: large;\">when they meet April 19, and then to quickly actually move and vote to do so on the\u00a0<\/span><span style=\"font-size: large;\">floor of the SC Senate.<br \/>\n<\/span><span style=\"font-size: xx-large;\"><br \/>\n<\/span><span style=\"font-size: large;\">There are in fact competing bills which various parties wish to obtain &#8216;Special Order&#8217;.<br \/>\n<\/span><span style=\"font-size: xx-small;\"><br \/>\n<\/span><span style=\"font-size: large;\">We need to bring a Christian witness of advocacy for giving <a href=\"http:\/\/www.scstatehouse.gov\/sess121_2015-2016\/bills\/719.htm\">S.719<\/a> SC Personhood <\/span><span style=\"font-size: large;\">Constitutional Amendment &#8216;Special Order&#8217; between now and next Tuesday to:<br \/>\n<\/span><span style=\"font-size: xx-small;\"><br \/>\n<\/span><span style=\"font-size: large;\">1) The new Senate Majority ( Republican ) Leader, Senator <a href=\"http:\/\/www.scstatehouse.gov\/member.php?code=1185227131\">Shane Massey<\/a> ( R &#8211;
