\n10 Republicans<\/a>* joined by all 18 Democrats<\/a> voted for Special Order<\/a> for<\/u><\/i> H.3189<\/a> April 14.
\n<\/span>
\n<\/span>Thankfully, 28 was at least ONE vote short of the 29 required 2\/3 super majority (29 of <\/span>44 Senators present and voting), because 16 Republicans<\/a> voted<\/a> against<\/u><\/i> this surprise\u00a0<\/span>Motion for Special Order for<\/u><\/i> H.3189<\/a> by Senate President Pro-Tempore<\/i>, 35-year<\/span> incumbent\u00a0<\/span>Senator Hugh Leatherman<\/a> (Darlington, Florence).<\/span><\/b><\/p>\n

\n<\/span>Strategy and Action going forward through this Tuesday, April 19<\/u>:<\/span><\/b><\/p>\n

1) Born-again Christians, Pray<\/u><\/span> .\u00a0 Thank God<\/u> for His sovereign intervention Thursday afternoon, April 14, defeating the surprise Motion for Special Order for H.3189<\/a>.\u00a0 Thank God<\/u> for using the 16 Republican Senators who voted against Senator Leatherman’s Motion.\u00a0 Pray God<\/u> would turn the hearts<\/u> (Proverb 21:1, KJV<\/a>) of especially the three Republican Senators who are S.719<\/a> co-sponsors and\/or pledgers (<\/span>Cromer, Hayes, Young<\/span>), but who voted to\u00a0give away the open Special Order slot to H.3189<\/a>.
\n<\/span><\/p>\n

2) The Senators supporting Special Order for H.3189<\/a> are planning to try again next week;\u00a0it is possible another Special Order vote for H.3189<\/a> could be taken as early as Tues., April 19.<\/span><\/b><\/p>\n

[ Notice at the end of the Senate Journal for April 14<\/a>, right after the Special Order vote for H.3189, the record of remarks made by Senator Joel Lourie (D), Senator Hugh Leatherman (R), and Senator Larry Martin (R) noted in the Senate Journal as “Expression of Personal Interest”.\u00a0 These were essentially pleas\/challenges\/reproofs for not setting H.3189 for Special Order in the 28 – 16 vote just taken, and exhortations to do so in the future.\u00a0 The archived videotape of the April 14 Senate Session\u00a0is located here<\/a> [ click on Thursday, April 14, 2016\u00a0 11:00 am Senate, begin at videotape time 1:15:10 ].\u00a0 Note that embedded\u00a0within these Senators’ remarks are also remarks by other Senators who also supported Special Order for H.3189 – Senator Paul Thurmond (R), Senator Luke Rankin (R)\u00a0 [ Luke Rankin welcomed Larry Martin to the “Gang of 28” ], and Senator Vincent Sheheen (D).\u00a0 Senator Larry Martin (R) is facing three Republican Primary opponents June 14, and he wishes to see the so-called \u00a0“dark money” bill H.3189 passed, to take effect in the future after 2016.\u00a0 Senator Larry Martin (R) began his remarks ( begin at videotape time 1:23:00 ) with these words: “… I don’t think anybody in here has had a bigger target on their back regarding the expenditure of third party money, than I have.”<\/i><\/b>\u00a0 Realize therefore the significance of this “campaign funding\/ethics” bill H.3189 in the mind of 23-year incumbent Senator Larry Martin, in the future after 2016.\u00a0 During Larry Martin’s remarks, fellow H.3189 supporter, Democrat<\/u><\/b><\/span> Senator Vincent Sheheen even “humorously” offered to come up to Pickens County to endorse Larry Martin’s opponent<\/u> <\/i><\/b>(the thinking being that endorsement of the opponent(s) by a Democrat would hurt the opponent in that opponent’s run as a Republican, thus helping incumbent Larry Martin).<\/p>\n

3) Instead, we pray a Special Order vote for S.719<\/a> will be taken and will succeed on Tues., April 19.\u00a0So please call and e-mail the <\/span>Republican<\/u><\/span> and <\/span>Democrat<\/u><\/span> Senators further below, as many as you are\u00a0willing, by NLT Tuesday morning, April 19 when the Republican Senate Caucus meets at 11AM prior to the 12 noon Session<\/a> in the Senate chamber, saying to them words to this effect:<\/span><\/b><\/p>\n

“Please vote to give the open Special Order slot to S.719, and please do not<\/u> vote\u00a0to give the open Special Order slot to H.3189.\u00a0 The vote for Special Order for S719\u00a0is being counted as a vote for<\/u> or against<\/u> the Personhood Constitutional Amendment.\u00a0 Let the People of South Carolina vote on the ballot November 8, 2016 .”<\/p>\n

[ Notice also at the very end of the Senate Journal for April 14<\/a>, after the “Expression of Personal Interest” by Senator Larry Martin,\u00a0is one more “Expression of Personal Interest” by Personhood Amendment supporter Senator Kevin Bryant (R).\u00a0 Senator Bryant’s\u00a0remarks included these welcome words: “… I did vote No on Special Order for a couple reasons.\u00a0 One reason is …\u00a0 Another reason is, we’ve got a bill, S719, called Personhood Bill, and if we can save lives of the unborn, I would much rather save lives\u00a0of the unborn than some of our re-elections.”\u00a0 <\/i><\/b>The archived videotape of the April 14 Senate Session is located here<\/a> [ click on \u00a0Thursday, April 14, 2016\u00a0 11:00 am Senate, begin at videotape time 1:34:15 ].<\/p>\n
