Candidate Questionnaire incorrectly filled out by John Gallman (R), candidate for Senate District #33. Candidate marked “Yes” to Question #2 [2. Incremental Legislation Regulating Child-Murder by “Abortion”], however he continues to affirm his support here on his campaign facebook page (May 25 post), for incremental legislation regulating child-murder by “abortion” [ i.e., the so-called “Heartbeat” Bill ] Given John Gallman’s position, the correct answer for him to Question #2 would therefore be “No”.

The “Heartbeat” Bill does NOT Establish Justice (Amos 5:15, Proverb 21:3,  KJV).

The “Heartbeat” Bill, in addition to Rep. Nancy Mace’s selectively pro-“abortion” exceptions amendment to H.3020, saves NO unborn children prior to the detection of a heartbeat at approximately six weeks gestation. The “Heartbeat” Bill has a HUGE EXCEPTION:  It allows the killing of ALL children prior to about six weeks. Life begins at conception (fertilization), NOT detection of a heartbeat. The “Heartbeat” Bill is NOT a pro-life bill, it is a bill which incrementally regulates child-murder by “abortion”. Being “pro-life” is agreeing with God on the Sanctity of Human Life which HE HAS CREATED. (Genesis 1:27,  Exodus 20:13, Leviticus 20:3, Matthew 19:18, KJV).  “Good” is the Enemy of God’s Best.   The “Heartbeat” Bill is the Enemy of the Personhood Bill.  Personhood is Abolition. However, in the 2019-2020 Session, the incremental “Heartbeat” Bill was chosen to advance instead of the Personhood Bill H .3920 by the fake “pro-life” Republican establishment leadership in the SC House.  Multiple incremental bills have been passed in the SC Legislature since 1990, and yet from 1991 to 2018, the murders of over 212,000 unborn children in South Carolina have still been reported by SC DHEC.  That is NOT “pro-life” !!!  Personhood legislation was first introduced in both the SC House and the SC Senate in 1998, twenty-two years ago !!!  Personhood legislation has been active in the SC Legislature, in at least one chamber, every year since, and since then, from 1999 to 2018, the murders of over 129,000 unborn children have been committed in South Carolina, as reported by SC DHEC.

To borrow and adapt Abolitionist William Lloyd Garrison’s words on “gradualism” versus “abolitionism” regarding American Slavery:  Incrementalism in theory is the perpetuation of child-murder by “abortion” in practice !
Has not that been the experience these last 47+ years which have witnessed 62+ Million reported dead ?

This reporting of these Candidate Survey Results does not constitute the giving of any endorsements by Christians for Personhood.

However, it is a great encouragement to see several candidates take a strong, principled, Biblical stand for the Sanctity of Human Life.  It would be a welcome day indeed to see many House/Senate candidates with 100% survey positions, and so subsequently, Lord willing, to see more such elected as
House Representatives/Senators sworn in to the House/Senate for the 2021 Session !

In addition, it should also be noted, as important, inviolable, and essential as a candidate’s position is regarding the Sanctity of Human Life (Genesis 1:27, KJV), and the Creator God-given unalienable right to life (Exodus 20:13, Matthew 19:18, KJV), there are also other Biblically-based  qualifications for civil rulers.  For example, see Exodus 18:21 and 2 Samuel 23:3, KJV.

The purpose of Christians for Personhood is to glorify God the Father, and the Lord Jesus Christ, Who is God the Son, in the power of God the Holy Spirit, by seeking to Establish Justice for pre-birth human beings, in law, at fertilization, and that without exception, because God’s Word says: “Thou shalt not kill (murder)”, Exodus 20:13, KJV.

In furtherance of this purpose, the 27 SC Senate Republicans have been scored on four 2019 SC State Budget votes:

“ABORTION” FUNDING IN SECTION 108 (PEBA): SC Senate (27 R, 19 D) passes entire Section 108 (PEBA), with SC state-funding of rape, incest, and so-called life-of-the-mother “abortions” through SC State Health Insurance Plan (Section 108/PEBA) included. Vote April 18, 2019: Passed 37 Y [ 20 R’s ] – 6 N [ 6 R’s ] – 1 Abstain [ 1 R ].

PLANNED PARENTHOOD FUNDING AND “ABORTION” FUNDING IN SECTION 33 (DHHS/Medicaid): SC Senate (27 R, 19 D) passes entire Section 33 (DHHS/Medicaid), with SC state-funding of both Planned Parenthood, and Medicaid Hyde Amendment “abortions”, included. Vote April 18, 2019: Passed 25 Y [ 8 R’s ] – 19 N [ 19 R’s ].

“ABORTION” FUNDING AND PLANNED PARENTHOOD FUNDING IN SC STATE BUDGET (H4000 – Third Reading): SC Senate (27 R, 19 D) passes entire SC State Budget (H.4000) with SC state-funding of rape, incest, and so-called life-of-the-mother “abortions” through SC State Health Insurance Plan (Section 108) included; and with SC state-funding of both Planned Parenthood, and Medicaid Hyde Amendment “abortions” (Section 33), included. To hear what abortion rights [ CP: sic ] supporters have to say about South Carolina’s abortion bills, read this.

Pro-life activists are optimistic that new abortion restrictions will become law in South Carolina this year.

But with not one but two pieces of legislation that could restrict abortion options ­ or potentially ban the procedure completely ­ opponents of abortion have to decide just how far they think the Palmetto State is willing to go.

Supporters of a ban on so-called “dismemberment” abortions say that measure offers a chance to eliminate a “gruesome” procedure with legislation that will hold up in court.

But some supporters of a so-called “personhood” bill say that proposal offers a more comprehensive measure that would open the door to banning all abortions ­ something even some pro-life activists see as a long shot.

Both measures are headed to the floor of the state Senate but face obstacles to becoming law, not the least of which is that the legislative session wraps for the year in mid-May.

Supporters are optimistic the dismemberment ban could become law, especially after it passed the S.C. House by a wide margin last year.

“This is very similar to the partial-birth abortion ban,” said Holly Gatling with S.C. Citizens for Life, referring to another abortion restriction that survived a court challenge. “That’s why we believe it will be upheld. … It doesn’t regulate women. It regulates the abortion industry.”

Gatling said the ban would end a “barbaric, inhumane procedure” ­ a procedure that doctors call “dilation and evacuation.” The procedure involves removing a fetus “one piece at a time from the uterus,” using instruments to “slice, crush, and/or grasp a portion of the unborn child’s body to cut or rip it off,” according to the language of the bill.

Pro-choice [ CP: sic – Pro-“abortion” ] opponents of the bill say the procedure is the safest and most common form of second-trimester abortion.

But some abortion opponents think the dismemberment bill doesn’t go far enough. Steve Lefemine with Christians for Personhood doesn’t see the virtue in preferring one method of ending a pregnancy to another.

“It would be like a German parliamentarian in the ’40s  regulating the Zyklon B in the (concentration camp) showers,” Lefemine said. “The [ CP: Sixth ] [C]ommandment says, ‘[T]hou shalt not kill,’ not ‘thou shall incrementally limit murder.'”

A personhood bill legally would define an embryo as a person from the moment of conception, with all the rights that go along with it. However, since that would go against the U.S. Supreme Court’s ruling in Roe v. Wade, critics worry a personhood bill would face a long and costly legal challenge that the state ultimately could lose.

“It could be stayed through a long legal battle,” said Oran Smith with the Palmetto Family Council, which supports the dismemberment bill. “The Fourth Circuit Court of Appeals is not the Strom Thurmond-Jesse Helms circuit any more. There are a lot of Obama appointments on the court.”

Some make the same case against the dismemberment ban.

Smith says his organization’s philosophy always has been to “chip away at abortions in the state.”

Matthew Clark with Personhood S.C. is confident the GOP-controlled Legislature can advance the personhood bill into law this year. However, the bill has yet to pass the House and the Senate.

“The purpose is to recognize the God-given, inalienable right to life for every human being,” Clark said. “No one is safe if the government determines who does and doesn’t have rights.”
